Jennifer Robinson has over 30 years of experience providing consulting services to school districts in numerous states regarding school finance, Special Education, and Medicaid. She has designed, managed, and implemented numerous software systems in hundreds of school districts. Jennifer also has experience working in the financial services department for the largest school district in Arizona, Mesa Unified School District. She has successfully advocated at state and federal levels for changes to state reporting and Medicaid rules for various states, including Arizona. She is currently the VP of Client Success for SEAS Education, and her primary focus is the successful implementation of new customers, continuing support of existing customers, and retention of customers.
WELCOMING DR. CHRISTOPHER CULVER
A proud product of Oklahoma public education, Dr. Culver’s story began between Tulsa, a 300-acre farm in Wyandotte, and Fayetteville, North Carolina, an upbringing that taught him the power of perspective, empathy, and grit.
For more than a decade, he served educational communities as a classroom teacher, secondary principal, and cabinet-level administrator. Today, he brings that same servant-leader mindset to all corners of the globe, guiding spaces to reimagine success through belonging, compassion, and connection.
Dr. Culver is a member of the Board of Directors for the Virtue Center focused on holistic healing and recovery, former Vice President of Oklahoma Citizens for Education, and the former President of the Oklahoma Association for Bilingual Education. As an adjunct professor, Chris teaches future teachers and leaders how to cultivate trust, autonomy, and purpose through kindness.

LISA PELOTTE
Lisa Pelotte is the VP of Medicaid Services for SEAS Education. Lisa has been located in the SEAS Medicaid National Claims Administration Center in Franconia, NH, since 2002. As the Director of Medicaid, Lisa is responsible for the school-based Medicaid billing operations for all states. Her main goal is to assist school districts in understanding their state Medicaid program and to provide the tools, best practices, and methods to ensure district compliance while maximizing reimbursements. Lisa works closely with districts to improve all operations that relate to the school-based Medicaid program. In her position, she supervises and coordinates these tasks on a national level: database administration, Medicaid eligibility determination, claims entry, internal audits, denial/rejection research, remittance reconciliation, state processing relationships, district audit preparations, and all employee training programs.

With 13 years of experience in Special Education, Jessica Contreras has devoted her career to empowering districts, educators, and students. For 11 years, she served as the Medicaid Specialist for the Glendale Union High School District, where she optimized Medicaid reimbursements to provide critical support for students and programs. As of September 2024, Jessica transitioned to SEAS full-time as the Medicaid Compliance Officer. In this role, she combines her extensive expertise as a former Medicaid Specialist with a deep commitment to helping districts achieve top results in PCG’s compliance reviews. Jessica is passionate about maximizing reimbursement opportunities, enabling districts to reinvest those resources to benefit students and enhance Special Education services.

Melissa has been with SEAS since 2002. As an Account Manager, Melissa supports our School Districts in every area of the Medicaid Program. Her goal is to guide the district contacts through the many tasks required to maximize reimbursement while staying compliant with the program’s regulations. As Audit Coordinator, Melissa is responsible for gathering and organizing the documentation needed for each audit. She also reviews each selected claim for compliance.

Kathy is the SEAS Medicaid Customer Service and Support Specialist. Kathy joined the SEAS team in 2020 after working as the DSC Coordinator for Flagstaff Unified School District. Kathy works closely with districts, providing training for Coordinators, Related Service staff, and Health aides state-wide. Her goal is to help new users learn to use DSCtop with ease, regardless of their role, and to understand what Medicaid in the Public Schools is all about. In addition, Kathy assists anyone calling the Helpdesk with questions or locked accounts. An Idaho native, Kathy has lived in Flagstaff for 38 years.

Angel Stone is an Account Manager for SEAS Education. Angel works in the New Hampshire office. She has been an employee with SEAS Education since 2010. Angel is the account manager for 34 districts in Arizona. Angel works closely with districts to maximize Medicaid reimbursements. Angel is responsible for reviewing monthly reports, entering claims, submitting claims, and researching denied claims. She also creates online accounts for providers, assists with building caseloads, and answers any questions.
